We currently have three options for aligning/positioning the footnote separator
line: Left, Right or Center.
But as we have done for Paragraph alignment - we need to allow for a setting
which will not have to be switched when the basic direction of the page
(sequence style) changes. So, we need a 'Start' and an 'End' option, which
agree with the Page Style's direction setting, e.g.
* RTL pages would have Start be on the right
* LTR pages would have Start be on the left
etc.
