I tested both settings of Tools > Options > Languages and Locales > General > Locale setting, and both languages for the format of the field Decimal_2 (German and English (USA)), typing the value with both decimal separators. "Shown after leaving the field" is what the value box contains after we apply the filter, i.e. click OK and then open again the filter dialogue. The only failing cases are the two where the value is not valid in either locale (5.1 when both are German, 5,1 when both are English).
