I can confirm the behavior within LO 4.0.5.2 (Win7 32bit), effect 'fly in' read with very fast speed. And yes if that opened with PPV 14, we can see that animation moving quite slow. As far as I remember, I ever saw this issue (about animation speed) reported since this is an old issue.
