This bug should is an enhancement request as not only has this facility never
existed, the related Help page:
https://help.libreoffice.org/Calc/Inserting_External_Data_in_Table_WebQuery
... explicitly states (and always has) that only "tables from HTML documents"
are supported.
Severity set to enhancement. Version set to Inherited From OOo as I have tested
this under Ubuntu 10.04 x86_64 running v3.3.0.4 OOO330m19 Build: 6 and the
facility does not cater for CSV files.
