By default, the frames in a 'label document' have no borders, hence no padding. It's both ugly and hard to read label text printed directly against the left edge; further, many labels have rounded corners and it's possible to clip parts of letters off. There's no legitimate reason to bar spacing to contents when borders aren't in use.
