This might be a minor issue using Writer as a word processor but when using it
to create labels (New -> Labels) it becomes important (& aggravating). By
default, the frames in a 'label document' have no borders, hence no padding.
It's both ugly and hard to read label text printed directly against the left
edge; further, many labels have rounded corners and it's possible to clip parts
of letters off. 

There's no legitimate reason to bar spacing to contents when borders aren't in
use. It's not like the frame doesn't have an edge to enforce spacing against --
it's just not a visible edge. ...a workaround is not the same as a solution.
