Like I mentioned above, to see the bug you must not have any fancy desktop effects enabled (dialogs that fade in/out, etc...). I believe these effects force the screen to redraw, so you won't see the bug. I'm not sure how to turn these effects off under Windows 8, but under all other versions of Windows, the instructions are above.
