First of all LO 4.1.x seems to open file with removed password without any
problem here. All differences I see between "without_password" and
"removed_password" are not related to passwords/security.

At second the initially attached 6 parts 7z archive CONTAINS PASSWORD PROTECTED
FILE.
If you try to open it in MS Office it will ask for password and w/o password
will allow to open the document as read-only.

So Rainer was right in the comment #9 -- it's an enhancement request.
