Problem description: After formatting a cell with a chosen date style, the cell
acts as if it has no formatting. 

Steps to reproduce:

1. Type date 2-26-14 into a cell.
2. Right-click the cell and select Format Cells.
3. Under Numbers, Category = Date
4. Select format 12/31/99
5. Click OK

Current behavior: Cell does not switch to selected format.

Expected behavior: Cell should change from 2-26-14 to 02/26/14

Additional Info: Any date format can be selected but the cell in question does
not reflect the format and continues to act as if it has no date formatting.
Attempting to copy & paste a date format from another cell produces the same
result. 

Version 4.2.1.1 is not listed in your bug report drop-down box. Update check
says I have the most recent spreadsheet version.
