IMHO , this happen because you still in copy/paste(C/P) mode ...

between steps 8 and 9 when you finish pasting, hit ESC button to deactivate C/P
mode and try to edit the comment, it will be OK and the comment will be saved ,
because you finish C/P mode. otherwise, C/P mode still active and you can see
the borders of copied cell still "flushing".

I am not sure if this is a bug or not :)
