We have part of this functionality: Tools->Options, dialog "Options" LibreOffice->Colors There we can select any color by mouse or type values of RGB if we known them. But we have 2 problem: 1. No links from Writer UI to there (user my not find this place) 2. No eye dropper to take color directly from screen pixel. (At this time I use another program to see RGB values of pixel and then input these values into LibreOffice) And Writer and Draw have independent palettes, so adding color in Draw we will not see it in Writer.
