Problem description: 
When clicking Format > Conditional Formatting > Symbols...
or any other option the pre-selected formatting type in the conditional
formatting dialog is always "Cell value is"

Steps to reproduce:
1. Type some numbers into a few cells
2. select them and choose e.g. Format > Conditional Formatting > Data Bar

Current behavior:
The pre-selected option is "Cell value is"

Expected behavior:
It should be "All cells"


Operating System: Windows 7
Version: 4.3.0.2 rc
Last worked in: 4.2.5.2 release
