Workaround: Use Tools > Outline Numbering menu to assign headings to outline levels for DOC file format. Under GNU/Linux using v4.4.0.0.alpha0+ Build ID: 4aa9b041de3129f19b48e66d349f48657b73f33e (2014-07-19) it appears to be solved for DOC file format (and also works as expected for DOCX file format). When opening the provided DOC the Heading 1 paragraph style is already assigned to outline Level 1.
