There is no "standard CSV file". Every application creates CSV slightly
differently. That is why we need the import dialog with all the knobs and the
preview, so user can fiddle with the settings and check if the file will be
imported as expected. Also, nothing has been changed regarding default
character set. The last character set used is saved, which means that you
opened an UTF-16-encoded CSV in the past.
