In LO Tools/Options/Language Settings/Languages, the "Language of : User Interface" has to be set to match the separately installed Help package language. In my case (Australia) the "Language of : User Interface" has to be set to "English - UK" to match the separate help package "Built in help in English (GB)". (Perhaps the help package should be called "UK" and not "GB"?) In my case with Windows Vista, the Windows language is English-Australia. Interestingly the default language for LO shows as Default - English UK. However if set to this, after restarting LO, it changes back to Default English - US.
