Problem description: 
In writer, when inserting an image from file, automatically inserts a frame
with "illustration: 1". This behavior was not present in 4.3.0.4 and it's not
in the release notes. It makes dificult to edit the document, and not in all
cases the user needs a frame.

Steps to reproduce:
1. Create a writer file
2. Insert an image from file
3. 

Current behavior:
Inserts the image with a frame with image foot

Expected behavior:
It should insert the image without the frame, or request the user to add a
frame, but not automatically.

Operating System: Windows 8
Version: 4.3.1.1 rc
