Problem description:
When you save a file in ms excel 2010, on the file save dialog there is "Tools
-> General Option -> Suggest Read Only" option (translated). When this option
is enabled when you save a file, next time when you open this file with ms
excel there will be a dialog pops up asking you whether you want to open the
file read-only or edit the file.
But when you open such a file (the file saved with "Suggest Read Only" option
enabled) in LibreOffice, it's only possible to open read-only, no way to edit
the file in LibreOffice.

Steps to reproduce:
1. In ms excel 2010, Save > Tools > General Options, enable "Suggest Read Only.
2. Open the saved file with ms excel 2000 open file
3. A dialog pops up (to let you decide whether you want to open in read-only
mode), select "no" so you can edit the file.
4. Open the saved file with Libreoffice.
5. The file is open read-only in LibreOffice, you can not edit it.
