If I enable LibreOffice dialogs (Tools -> Options -> LibreOffice -> General -> [x] Use LibreOffice dialogs), I can then open the FTP location via the "Servers..." button in the File-open dialog. > 8. I'm going to tentatively confirm this, as I'd at least expect to get a warning or error when LibreOffice fails to link to a file on an FTP server.
