I can't repro this way: Ubuntu says that the 'specified location is not
mounted.'

If I enable LibreOffice dialogs (Tools -> Options -> LibreOffice -> General ->
[x] Use LibreOffice dialogs), I can then open the FTP location via the
"Servers..." button in the File-open dialog.

You mean that File-open dialog closes, bringing us back to the Hyperlink
dialog?

I can also confirm that there is no value in the 'Path' field.

I'd expect the entire path to the document to be added to the 'Path' field, but
it's currently empty.

I'm going to tentatively confirm this, as I'd at least expect to get a warning
or error when LibreOffice fails to link to a file on an FTP server.
