My mistake about the version :) You indeed did things right.
As for the request - it's a fine enhancement request (we're not going to change
default as many many users appreciate that it's per document that file size is
stored).
Marking as:
New
Enhancement (works as designed but user wants a change)
Medium
Note: Bugs are taken on by volunteers, so we never give ETA's - that being
said, there is a good chance this won't be implemented any time soon. Just want
to make sure that everyone has realistic expectations.
