1. New Text Document.
2. Insert -> Footer -> Default Style.
3. Table -> Insert Table -> 1x1.
4. Place cursor after table.
5. Type 3 "_" and return (if Apply Border set in AutoCorrect Options).
6. Place cursor in paragraph above line.
7. Type "test".
8. Save, close, and reopen document.
Alternate:
5. Type "test".
6. Format -> Paragraph -> Borders -> add bottom line in User-defined box.
7. Save, close, and reopen document.
Result:
"test" and line are overlapping each other.  There is also a red triangle.

This does not happen if the above is done in the body of the document.

Export to pdf shows overlapping as well.
