This is a long one.

Note:
Tools -> Options -> LibreOffice -> General -> Use LibreOffice dialogue boxes
was checked for these tests. If the OS dialogue is used then it's not until
after step 16 (first test below) that the flashing boxes happens.

1. Download images in comment 1.
2. Extract images to folder.
3. New Text Document.
4. Insert → Image.
5. Select 1.png, keep Link unchecked, Open.
6. Return a few times for spacing.
7. Insert → Image.
8. Select 14.png, check Link, Open, Keep Link.
9. Return a few times for spacing.
10. Insert → Image.
11. Select 15.png, check Link, Open, Keep Link.
12. Save, close, and reopen document.
Result:
Quick flash of boxes then images appear.
13. Close and reopen document.
Result:
First image shows okay but other images are flashing boxes.
14. Close LO and reopen.
Result:
Quick flash of boxes then images appear.
15. Click on first image.
16. Format → Image → Image tab and Cancel.
17. Close and reopen document.
Result:
First image shows okay but other images are flashing boxes.

Variation on a Theme:
1. Download images in comment 1.

images will be affected.

25. Click on Ellipses box next to Link.
26. Select 1.png, keep Link unchecked, Open, and OK.
27. Save, close, and reopen document.
Result:
Flashing boxes.  Clicking on a box shows all the images and flashing goes away.
