Reproducible with LO 4.4.1.2, Win 8.1 (Note to Step 4: "Animations allowed")
But I don't think this is a bug, because if one opens the LO help it says:
"Displays all frames of animated GIF files during the slide show. If this
option is not selected, only the first frame of an animated GIF file is
displayed.".
Therefore, from my point of view it only relates to animated GIFs, but no to
animations per se.
