The second one had a little more added to one of the headers. You can see all the text in the table by doing Table -> Table Properties -> Text Flow -> uncheck Repeat Heading. @Diego: So to rephrase, LO should recognise large amounts of text in table headings, or multiple table headings with a combined large amount of text, and disable repeat headings.
