iMac, LibreOffice v. 4.4.2.2: with no changes to the Languages preferences
(neither Asian nor CTL checked), the keystroke for changing keyboards is
recognized and Tibetan text is rendered correctly.

MacBook, LibreOffice v. 4.4.3.2: by checking CTL and choosing Tibetan (India)
in Languages preferences, Tibetan text is now rendered correctly. HOWEVER, the
keystroke for changing keyboards is not recognized--it is necessary to switch
to the Finder, change keyboards, and return to LibreOffice Calc every time I
want to switch languages.
This makes two different behaviors on the different machines: recognizing the
keystroke for switching keyboards and needing or not needing CTL enabled in
Languages preferences.

It is user configurable. I have mine set to CTL+OPT+CMD+Spacebar
