I'm on Win8.1 x64 and I've never experienced the issue you describe.
I suspect a corruption of the user profile, so please try resetting it
following instruction at: https://wiki.documentfoundation.org/UserProfile
another test if you don't wanna reinstall the 4.4.x you had troubles with it,
is to run a portable LibO version like the one you can find here:

tell if the problem persists
if YES change status to UNCONFIRMED
it NO change it to RESOLVED WORKSFORME
until then I set status to NEEDINFO
