Steps:
1) Open Writer
2) Disable rulers with Ctrl+Shift+R or View > Rulers
3) Close Writer
4) Open Writer
5) Insert a table of 3x3
6) Attempt to adjust the column widths and row heights

Regression as this works fine in 4.4. This is quite problematic because the
vertical ruler is off by default in 5.0, which means row heights cant be
adjusted.
