There is no such thing as "main developer", and there are no priorities. The Document Foundation has no paid developers at all, and you can't force volunteers to do what they don't like. (It is true that some developers are paid by some companies (like RedHat, Collabora and other), but then only these companies can decide what these developers will do, not TDF).
