This is also the best solution to Bug 92317. Every panel needs a minimum width to be functional. We either need a global minimum as discussed here or a per panel minimum discussed there. A global minimum has the advantage of not needing to dynamically resize the panel when switching between panels of different min width. I use several application with side panel UIs. LibreOffice is the only one where I often find myself resizing it to fix inaccessible controls.
