But IMHO this would not be a bug as it works as intended. So, if changing the local of the install, you'll need to remove the user profile, or do a complete uninstall, and reinstall using the other language local, depending on the location set for the OS. If your need is to change configuration of an existing LibreOffice installation the Tools -> Options -> Language Settings: Languages panel has selections for Language for "User interface" and "Local setting" as well as a setting for "Default languages for Documents".
