Exit edit mode, right click the chart, select Export as Image, and save as SVG. Opening the resulting file in different applications gets different outcomes: in GIMP 2.8.10 and Image Viewer 3.10.2 the title is rendered correctly (vertically), but in Writer, Calc, Impress, Draw, Firefox 43.0, Inkscape 0.91, Opera 34.0, the y-axis title is rendered horizontally.
