Hi Cor,
thanks for this. Being absolute beginner in LibreOffice, I was not aware that
automatic updates only function within one version. 
I updated both machines to current version 5.0.

Now the window for editing links in the Win version works fine.

However, the incompatibility between the Win and Elementary version still
exists!
The initial two letters of the link are no longer deleted, but now replaced by
a "." under Elementary and by a "!" in the Win world.
Means #Test becomes #.st or #!st, respectively.
