I am using stock win 10 German with newest libreoffice 5.1.0.3 (x64)
format of cells is default number (german)
i am using now this workaround for this bug like
=WERT(WECHSELN(GETYAHOO("gfj.hm";21);".";","))
which subtitute any possible "." with ","
this works now on open/reload
