This behaviour is still present in 5.1.3.2
Windows 7, both 32 bit & 64 bit, running as privileged user, not administrator.
Either after uninstalling first, or attempting to upgrade a previous version.
As noted by others, solution is to reboot to remove the rogue \program
directory.
