File that causes the issue

Certain single characters are duplicated when a pdf file is opened in Draw.  So
1 becomes 11, 2 becomes 22, ; becomes ;; etc.

I've attached two files to illustrate this.  One is the original pdf which
opens fine in Adobe Reader, the other is a drawing file that was created by
opening the pdf in Draw. I've highlighted the duplicated characters.
