I agree. I resolved the problem by editing the shortcut on the taskbar. I was
never attempting to use soffice.bin - it was a result of pinning the program to
the taskbar from the right click menu in the taskbar notification while the
program was running. This procedure was calling soffice.bin  instead of
soffice.exe .
I have used taskbar shortcuts through several versions of windows and never
seen this before.
- maybe a win10 bug ??

Don't think so, but always a possibility with Microsoft =D

Anyhow, on Windows 10 Pro 64-bit en-US with
Version: 5.2.0.1 (x64)
Build ID: fcbcb4963bda8633ba72bd2108ca1e802aad557d
CPU Threads: 8; OS Version: Windows 6.19; UI Render: GL; 
Locale: en-US (en_US)

A running LibreOffice instance from StartCenter, or any of the modules can be
pinned to the Taskbar and received the correct .exe target.  Not apparent that
the soffice.bin is ever exposed--except from the Details tab of the Task
Manager and one can't set a shortcut from there.
