Your screenshot shows text language 'English (USA)' in the Status Bar.
I can reproduce the same 'Spellcheck:' / 'The spellcheck is complete' windows,
when the English dictionaries are not available.
So we need more information.
Please check:
- menu 'Tools > Options > Language Settings > Writing Aids > Available language
modules'
- menu 'Tools > Options > Language Settings > Writing Aids > Available language
modules > Edit... > Language: English (USA).
