Example file for reproducing the problem

I have a csv file with numbers that use a . as decimal separator. On import,
some lines are correctly imported, some are not, even though the preview in the
import dialog shows everything ok.
The file was written by a python script.

Reproduce:
Open new spreadsheet
File>Open, choose the attached file
Settings:
* Font Western Europe Windows 1252/WinLatin1
* Language Standard - German(Germany)
* From Line 1
* Separation: By Comma
* Advanced Options: None

Click ok

-> Line 3,5,9 loose their decimal separators
