[Reproducible] with Server Installation of  "LibreOffice 3.6.0.0.beta2  German
UI/Locale [Build-ID: f010139] on German WIN7 Home Premium (64bit), table
borders on page 1 are shown black instead invisible as they are in MS WORD

I can't read RTF code, so I can't tell what the "really correct" view might be.

Table borders also are visible for me with LibO 3.4.1 RC1, LibO 3.4.5,  LibO 
3.5.5.1, 3.7.0.0.alpha0+, 

Invisible with  "LibreOffice 3.3.3  German UI/Locale [OOO330m19 (Build:301) tag
libreoffice-3.3.3.1] on German WIN7 Home Premium (64bit) 

It seems that problem appeared with 3.4.0
Currently only reproduced with WIN, but I think it's really "ALL"

I can not confirm your observation that borders are invisible with LibO 3.4.5.
