Description:
When starting LibreOffice for the first time (without profile) the Start Center
won't open on top of a screen filling window. With an existing profile it
doesn't happen.
Steps to Reproduce:
1. Start a screen filling application (for example Safari)
2. Launch LibreOffice
3. Wait for Start Center to appear
Actual Results:
Start Center doesn't appear (stays behind Safari window)
Expected Results:
Start Center opens on top
Reproducible: Always
User Profile Reset: YES
