But since MS Word does allow to insert tables (and apparently people use it)
wouldn't it make sense for LibreOffice to use it too?

Furthermore, when a document containing a footnote table is saved as ODT the
whole table is simply eliminated without any warning (and the user will only
realize this when the document is reopened)

Is there some document rule that says that tables in footnotes are not
acceptable?

If such a rule exists, then the text in the table should be converted to
footnote text, if not then tables in footnotes are a missing feature...
