I have had this same problem. Running Windows 10, version 1607. I have used
LibreOffice before, and have not had this issue. LibreOffice version 4.2.6.3.
Moving the cursor up fast enough allows me to "skip" past the equation toolbar
to access the other toolbars.
Problem goes away after restarting LibreOffice, but returns after a few
minutes.
