1. Set a background image using "Slide > Set background image"
2. Go to "Slide > Slide properties > Background"
3. Uncheck "AutoFit"
4. Check "Relative"
5. Set Height=50%
You want the background image to keep its width:height proportions but
LibreOffice doesn't let you do that.
