Menu Tools/Options.../LibreOffice/Memory/LibreOffice Quickstart
"[X] Load LibreOffice during system start-up" writes a "LibreOffice 5.x" 
shortcut to "%appdata%\Microsoft\Windows\Start Menu\Programs\Startup".
Quickstart systray context menu also offers an entry to enable/disable 
quickstart feature.

checkbox/context menu is checked if shortcut exists.

in an enterprise environment users maybe should not be able to change 
quickstart settings. so it should be possible to finalize the setting, 
for example a registry value 
"org.openoffice.Office.Common/Misc/AllowQuickstartConfig" could be added.
