I think it is a valid issue. When you open such document in Word, you will see,
that Word shows this spacing above the paragraph. So it is an interoperability
issue in addition.

The settings in "Text Attributes" are the padding of the whole text box. They
determine the distance of the content, composed by the paragraphs and lists,
from the edges of the area, which is defined for text. Word shows the actual
area for text with dotted lines. The padding is written as attribute
fo:padding-top of the <style:graphic-properties> element of the shape.

The "Spacing above" is an attribute fo:margin-top of the
<style:paragraph-properties> of each paragraph.
