I demonstrated a very useful use case for fixing it.  The example is to create
additional pages to be stapled onto the end of a government form.  Say the form
has pages 1 to 4, but it says "insert additional pages if needed."  The
subsequent pages should be numbered from an offset of 4, starting at 5.

Currently, the only way to achieve this, is to create a document with 4 blank
pages at the beginning, and only print from page 5 onward.

This is what the whole notion of page number offset is for.

You're right, no one has demonstrated a use case for the current specified
behavior, because it does not make sense.

How does one contact the board?  Or the engineering steering committee?
