This resolved my specific use case.  As I do not know enough of the Apt world
to know if this is an acceptable solution to this 'issue,' I'm leaving the
status alone.  Someone more knowledgeable please update the status as proper.

As an additional note, I'll fully admit I did a simulation prior which seemed
to indicate this wasn't actually going to work:

#  apt-get upgrade --simulate -fix-broken
Keep also in mind that locking is deactivated,
so don't depend on the relevance to the real current situation!
 . . .
58 upgraded, 0 newly installed, 0 to remove and 4 not upgraded.
47 not fully installed or removed.

In any event, this works properly now, yeah!

# apt-get update && apt-get upgrade

Your mileage may vary...
