Then likely an enhancement report should be filed to include non-US characters
into the list, though not sure these are possible to detect by the code.

Ctrl+# is available on the english locale with Ctrl+Shift+3.

I can see ';' in the same ',' key in the german keyboard image you linked to.

I've found KDE's keyboard implementation way to complicated.
