On pc Debian x86-64 with master sources updated today, I gave a new try.
Here what I got in EXTRACT field with last three requests:
EXTRACT(WEEKDAY FROM "StartTimestamp")
=> 2
EXTRACT(YEARDAY FROM "StartTimestamp")
=> 354
EXTRACT(MILLISECOND FROM "StartTimestamp")
=> 0
