True. On a Windows build Version: 6.0.0.3 (x64)

Locale: en-US (en_US); Calc: CL
With a selection made, the Escape will exit the Layouts selection widget back
to the Panels title. And F10 will shift focus to the main menu File button. So
the keyboard lock is resolved.
But, believe with selection made in the Sidebar Deck, F6/<Shift>F6 or
TAB/<Shift>TAB should advance out of the panel.
