On pc Debian x86-64 with master sources updated some days ago, I could
reproduce this.
Just for the information, it can be opened from Base.
1) Launch Base
2) Choose "Connect to an existing DB" then "dBASE"
3) Select path where dbase file is.
4) Click "Finish"
5) Choose file name for the odb file
I'll give it a try.
