I did follow your instructions, but the difference is that i never recalculate
exel file or not created ods with dev LO. That is why i could not reproduce the
problem. In your demo file, on the screenshot you can see the option always
recalculate is selected for both items.
When i use always recalculate then i can reproduce the problem.
